Make the dressing by combining the soya milk, oil, Dijon mustard, vinegar, garlic, sugar and celery salt in a jug. Blend with a hand blender until thick and emulsified like mayonnaise.
Stir the mustard and chives through the dressing and season to taste.
Combine the shredded vegetables and apple in a large bowl and add the dressing. Mix everything together really well so everything is coated. Garnish with a few chopped chives and serve immediately.
